This legislation would create a new tuition grant program for public safety officers that have been employed for at least 36 months and are pursuing their first baccalaureate degree.  Public safety officers shall maintain full-time employment as a public safety officer for a period of sic months for each grant payment received.

This legislation authorizes the creation of banking improvement zones, with the stated goal of encouraging new banks in areas underserved by banks.  Local governments can apply to the Department of Community Affairs for a banking improvement zone designation.  If the designation is granted, the local government will designate a bank within the zone to be the depository for local government funds, and subject to agreement with the bank, designate a fixed interest rate that is at or below the posted two-year certificate of deposit rate at the bank.

Senate Bill 31 states law enforcement officers employed by state or local government are immune from liability for actions taken while performing duties at the scene of an emergency, unless the law enforcement officer's actions constitute gross negligence, willful or wanton misconduct, or malfeasance. Emergencies include imminent danger to life or health of a person or pet, such as the rescuing a person or pet from inside a locked motor vehicle.
